You can't install install windows without Himem.sys

With your startup disk, make sure a file called Himem.sys is on the floppy and make sure there is an entry in the config.sys on the floppy that reads:

Device=himem.sys

If you have new machine, you could try booting win98 from the cdrom and letting it install take over.

OK, reject my answer as there is more to this problem.

Since you have an older computer there will be extra thing to work through.

The A20 line error goes back along way when system designs were 8086.
An actual overlap in the coding forced a line A21 which caused many new programs to missinterpret coding.
Th a20 line was option was added to bios's at the time of 286 tech to allow the use of 8086 programs.

Blame most of this problem on the segment/offset method of creating an absolute memory address.

Himem.sys was microsofts answer to be able to access the himemory area with out creatiing confilcts and allowing easy non protected mode access of the himemory area.

Try this other fix
Copy emm386.exe to the floppy
put and entry on the config.sys of the floppy that reads:

Device=Himem.sys
device= emm386.exe NOEMS
Dos = high

Are you using the win98 Install floppy or one you made?
