Maybe this is sort of what you mean?

Put a scroll bar on a form, in the OnScroll or OnChange (can't remember right now) event, type:

Canvas.TextOut(ScrollBar1.Position, 20, 'Some text to scroll');

This is not a particularly good way of scrolling text, it is just meant to help us understand what you're after.

I have a text file (e.g. readme.txt) and I want to scroll it's contents on a form.
By scrolling I mean moving a text from the right to tthe left side of the form.

Do you want to see the scrollbars?
If yes, you could drop a TMemo into a TScrollBox. If you make the scrollbox narrower then the memo, you get a horizontal scrollbar automatically. If you make the scrollbox shorter than the memo, you get a vertical scrollbar automatically.

If no, get the TBanner component from Delphi Super Page. This even scrolls it at a customizable speed. (I can email the component if you can't find it)
