Scrollbar in old? brouwsers

Is there a possibility to place the scrollbar, that'is usually placed on the right of a frame, to the left of a frame? If yes, how.
Does it also work in old brouwsers, so i don't have to use layers or inline frames?

No, this is not possible. Unless yoiu have the source code.  HTML nor any other Internet language makes the scroll bar avaliable on the left.
