Outlook 97 Installation

The last time I had Outlook 97 installed, the program was holding my mail and would not send it when I exited the program.  I would like to use Outlook 97 again, but the last time that I installed it, everything was the same.  My outgoing messages had not been sent.  How can I get a clean install of Outlook 97?  Should I upgrade to Outlook 98?

Upgrade to Outlook 98!!!  There is a reason Microsoft is giving it away free :)  Believe me, it is not because they are generous.. This is a MAJOR bug fix.

The last time I checked, IE 4 was included in the Outlook 98 package.  I already have the browser so can I install just the e-mail program?
