Try using UVW Map found in Modify Tab. First, assign the flag map onto the "USA" text using material editor. Then click on Modify Tab to apply the UVW Map. You can adjust it on your own whether to use Box, Shrink Wrap, or other mapping types. I suggest you to use the Box Mapping type. I found it's best use for applying mapping to text objects. For the appearance of the map you can either rotate the gizmo or Fit the gizmo to the text. I think this is the only suggestion I can give you. Good luck !

Sorry to reject your answer. it is the answer i want, i got the feeling i'm almost there. can you explain the line:
"assign the flag map onto the "USA" text using material editor"
i tried to do it but in material editor, i couldn't find any button to select the file i wanted, ie "usaflag.jpg", to apply to the text. thanks heaps.

actually, i think my problem is that my paths are not right.
i read the tutorial and it said that i can pick the file i wanted in the material editor, choose scene in Browse From and the files should show there. but it didn't. any idea?

thanks for you promptly answer!
First Extrude the text..Modify Panel---Extrude and give a amount as your desired. Go to Material Editor--Click on Blank Box near diffuse...choose Bitmap and ok. Then browse file (Jpg or any image file) and fianlly apply by clicking assign to material and go for render.
Also do you know how to create text in max or not?
