   I've had a good look around for you and all I managed to come with is

This points to a bunch of ftp sites where you can download an actual multi graphic file convertor with source code included for the PICT format

If you up a directory to

You will find hundreds of file formats and pointers to convertors and source code, you will find your pict format just over half way down the page.
