IP address control

I have seen programs that have an IP address control in them.  I cannot figure out how to make them, but I am not a good programmer either.  Can someone point me to a place where I can download something like them?

It works very well, I highly recommend it.  It comes with documentation on how to use it, and the above page provides a screen shot of what it looks like.
