You cant.  The only thing you can do if you have the Access Developers Toolkit  which is sold by microsoft.  It allows you to create a runtime version of access.

Your only other option is to use visual basic as the GUI and keep access in the background.

It may not be the answer you are looking for, but it is the only one.
