Change partition sizes

I have a hard disk with 4Gb split in two partitions of 2Gb.
The second partition is empty. Can I delete the 2nd partition and change the size of the 1st to 4Gb without formatting the HD? How?
The boot partition is in another drive.

There is a program called partition magic you can use to do this and a number of others.  There is also a program called partition resizer at dowload.com See download.com  and search for the word partition.
