Outlook Express (Internet Explorer 4.x version) does NOT allow multiple users.  If you are logged into the computer, then you can access EVERY mail account that is setup under Outlook Express.  I suggest you either get Outlook98 or download the beta of Internet Explorer 5 with the new version of Outlook Express (which does allow multiple users).
