ORA-12158 problem

I have installed Oracle8 client (8.0.4.0.0) on my NTWS 4.0SP3. The server is located on a NTS 4.0SP3.
The problem is that I cannot operate sqlplus in the proper service.
When I test the connection (For example: In the network assistant) I get the following message:

ORA-12158: TNS:could not initialize parameter subsystem

I copied the configuration (Net80/Admin) files from a working WS and got the same results. I also did all the instructions of the "Problem Determination" section, in the Net8 manual.
What can be the problem?

ora-12158 usually means that the sqlnet/net8 client libs failed to locate the tnsnames.ora file. There can be several reasons for this - usually one or more environment variables are not set correctly, you have no privs to read the tnsnames.ora file etc. Check your manual for NT specific env vars, set them, and use tnsping.exe to test the net8 configuration instead of sqlplus.
