Front Page shared borders

I am creating sub-webs and I am having trouble using the shared borders from the root web. For some sub-webs it seems to work ok but on others the sub webs will not pick up the shared borders.

under personal web server administration you need to enable or select:

Directory Browsing Allowed ( check this option)

Each web must have frontpage extensions enabled and each page wishing to show shared borders must have "shared borders" enabled (do this from within Frontpage)
