illegal operation on setup cd

i have a few problems,setup of a wintv from hauppauge,setup if a lava parallel-pci(which i have giving up on)and the pci is for the quickcam vc i have had for a few weeks...OKAY for now it is the setting up of the wintv,,after having my computer rebooted by the dealer cause i was getting the .CAB ERROR,now when i want to set it up using the cd it comes up "this program has performed an illegal operation"is there way to by pass that..i have gone into the d drive and tried the setup in each folder but it is not setting the tv up right.

Go into Win/System directory and find .ini file that has same or similar name to maufacturer and move it to recycle bin, restart and try to load again
