EMM386.EXE won't install on Compaq Pentium Pro

Error: Cannot set page frame base address.  

Config.sys looks like this:

device=c:\windows\himem.sys
device=c:\windows\emm386.exe

I have tried various options such as RAM, NOEMS, NOHIGHSCAN, etc. with no effect.  Have tried the option: frame=nnnn but also no improvement.  The config.sys and EMM386 work fine on earlier Compaqs (non-Pentium Pro machines).

I need expanded memory. Yes, expanded memory.

EMS memory can only be accessed through a 64k window and through small 16k pages established in the UMA. After this 64k is filled with data, the board rotates the filled segement out and a new, empty segment takes its place

The EMS section starts at D000.  So, if there are any cards in the system, you are going to have to do trial and error, unless the manual states what resources the card is using.  It sounds as one of your cards is using the memory at D000 and thus EMS can't create the frame it needs.
