 How can I detect a internet connection, like does the ICQ NetDetect agent?

Use "Winsock1.State" to detect a WinSock connection.  A state request most often returns sckClosed or sckConnected depending on the status of the connection.  Used with an IF statement, you should be able to do what you like.
