show an html page and redirect

I offer redirection services using the redirect feature of Apache. I need now to provide an HTML page before redirecting. What is the simplest way to do that? The HTML page or the cgi will be hard coded. No variable required, no trace of the call, the simplest. I though I could do that with an HTML command linking to another URL at the end of the page, but I do not find that command. A CGI would probably help if I want to further customize. High rated because urgent and too simple to be simple.

the number is the seconds to wait.  the url after is the redirection place.

I though your response was good. I just entered this and the present page keeps refreshing, never calling the other. Is there an additional trick? Thank you.
Sorry... forgot the URL= part.  Also, make sure it is between the HEAD tags.
