Can anybody give me GSM compressed wave file ?
I need it immediately.

You can do it on Windows. Open a PCM wave file with Sound Recorder that comes with Windows. Select the menu File/Save As... and press the Change button or select the menu File/Properties and press the Convert Now... button, then you may select the GSM format.
