I have always wanted to create a program that will download all files with a specific extension at a certain URL.

Is there an FTP control or function in VB6?

Is easy you need to call the component
Microsoft Internet Transfer Control

if you need to download a file using the "get" FTP command
you can use:
Inet1.execute "URL", "GET myfile.txt C:\My Documents\myfile.txt"

to login:
Inet1.URL = "FTP://ftp.site.com"
Inet1.Password = "pass"
Inet1.UserName = "me"
Text1.Text = Inet1.OpenURL

you can use the same FTP commands: send, cd ,get..
