JPEG compression control

Can anyone tell me if there is a free control that can resize a JPEG image and then save as a new JPEG file, of course with different file size.  This would be equivalent to Pshop doing Image|resize image... and then save...

I looked and tried all the menu options with the code I downloaded from winsite.  I couldn't find any options that will allow me to resize an image.  Maybe I missed it somewhere.  Please show me if you see otherwise.

Ok !
There is this "Zoom" feature. After zooming effect taken place, just save the jpg will do.
The code they 're running is :

'detail of resizing the jpg please refer to menuitem under "Zoom".
Gvbox1.JPGSaveName A$, X, Y, Width, Height

then tried reload the jpg and you'll realise that it already resize.

I will study this further.  Apparently, it does have the ability to resize the image.  Thanks a bunch.
