Web page storage with CGI bin access

I am looking for a place which can give me 5-10MB web page storage with CGI bin access for under US$75 per year.
Any suggestion? Thank you.

Check out http://www.superb.net which was the best package I could find a last summer...  Their basic package starts at $3/month.  You can upgrade it from there.  $6/month for 5 megs, or $9/month for 10 megs with your own domain name...  Their service is excellent and their servers are pretty fast so your pages will load quickly.
