detecting OS language ?

Hi,

is there a way of detecting the OS language (english, french, ...)

the problem is that for example on an english NT
installation, a user(group) Everyone exist.
So i can call GetAccountSid with Everyone, but on a german system for example, Everyone is named Jeder ...

At least I 'd like to check on the OS language first and
then call GetAccountSid with the proper name.
May be i am missing something ...
