Programming with mp3 support

If looked everywhere on the internet and can't seem to find any resources about mp3 file structure or any api's that support them?  Anyone have any help? (I am planning on using it in a full-screen DirectX application)

Go to www.wotsit.org, it has at least 3 samples on how to make an mp3 player. IF you want, I can also send you the description of the mpeg frame header, but it is pretty obvious from the source
