I have had similar problems in the past, what I did to correct it was completely un-install outlook express, outlook, and Microsoft Office, and Ran the Office 97 Registry Cleaner off of the microsoft site, then I uninstalled Internet Explorer which is very much integrated into the system. Then I re-installed internet explorer 5.0 which should come with outlook express, and Office 97. Also Before re-installing outlook express or internet explorer, I would delete all of the services out of the mail icon in the control panel, such as e-mail, personal folders, and the address books.
