To use mIRC through a firewall you'll need a socks firewall, otherwise I think you might be out of luck on that one.  To setup a SOCKS firewall simply go to the Options (Alt + O) then Connect then Firewall.  Get the firewall info from your administrator and make sure he's got the SOCKS server running.  If this is a linux firewall ask the administrator if it's an IP Masquerading firewall and if so have him insert the ip_masq_irc module into the kernel to allow you to IRC from something behind the firewall.
