can access my web server

i have an apache server running on a sun and i havent
configured any of the files because i dont know how (apache.com is far from helpful for beginners like me)
My main problem is that any time i try to access my index.html i am told that there is either too many people trying to access it ( not likely) or that i must change permissions.....

in my access.conf i have "allow from all" for who can get stuff from my server so what is the problem?

do i have to "start" my server....
I have only adjusted my index.html and done nothing with the server, any ideas on what i should do now?

try chmod 777

(I guess the directories are UNIX based?)
