How to register a vb Form in MS exchange form lib?

According the help issued by MS Exchange 5.5, it looks we can only design and publish a custorm form by using the outlook 98's form designer tool.
How can i register my own vb form to exchange's form library? so when i run the form server program on the server side(or also on the client side), the user who use outlook as client can open the form design by VB.
I have used the saxsoft's mpower control to do this.
I just wonder if i can do it by myself.

I don't think these are the same types of forms...

You can create and export forms in Outlook 98 (97?) which can then be imported and is automatically registered as part of the import process.
