Re-install Win98 OEM to blank HD

I feel foolish. I've installed Windows 98 so many times to partitions and re-installed it over existing Win98 setups. Now I have a blank, factory-fresh HD, a Windows Startup disk and the Windows 98 CD.
So I create a partition (c:) and format it as FAT16. When I boot up with the Windows Startup disk, I choose load with CD-Rom drivers. I've tried typing "setup", but all I get is a scandisk check ending back at the prompt. I've tried going to the Win98 directory on the CD and typing "oemsetup", but at the end of the scandisk operation, it says "Remove any floppies & Reboot" When I do, it tells me that I have an invalid system disk. When I copy the system files to the c: drive, it then tells me that it cannot install as there is another OS. I think I should have everything I need on the CD and startup disk to do the install, but now I'm wondering. Can anyone help?
