many modems come with a CD ROM with software that does this though.   My Modem came with a program (forget the name) that I discovered on the CD months after I got the modem.  I tried it but didn't like it because it makes dial up networking difficult because you have to disable the prog every time you want to dial in.

i use the program SuperVoice, which has an answering machine option. it came free with my modem.
the program is quite cool, but it's over 12Mb
if you're planning on using it, you can find a shareware version at
http://supervoice.com/98/support/download-index.htm
or find someone that got the cd with his modem.
