Restart Windows 98

Restart on windows 98 will not work. I have to push the reset button on my computer 3-4 times to get it to restart.
How can I get the Windows 98 restart to work?

Explain your problem a little better, what do you do and what happens?

When you click on Start, Shutdown, Shutdown, OK, does Windows shutdown successfully?
