I encountered that problem as well, and I found the solution to your question.

There was a bad registry in your Access program. Im sure, you overwritten a old MS OFFICE 95. Do one thing, ADD/REMOVE Program again. It will clean up MS Office program you installed. Then goto Windows Explorer, Program Files and delete MSOffice Directory. Then install the MS Office 97 again with the CD-Key number 4190-0024555.

Let me know

I encountered this lately when I installed a COMCTL upgrade for Windows 98 (don't ask me WHY I got this, I have no idea... that's just Microsoft for you, I suppose. :)  I fixed it by starting the MSOffice installation and then simply clicking on the "Reinstall All" button.
