When does the browser actually load each class file? Can I modify this?

Use ClassLoader. I believe you can modify the way, how it's working. good exaple on JDK 1.2 API Doc for that class and how to create NetworkClassLoader.

ordinary applets are not allowed to install custom class loader.
you'll have to sign it.
