Xman, try this.

1. Make sure a copy of this DLL file is present in the C:\Windows\System folder.

2. Click Start, Run, then Type

"regsvr32 c:\windows\system\msnp32.dll" (without the quotes) and press ENTER.

The problem should cease to exist.

I hope the above worked for you... it did not work for me.  Came here today looking for the same information.  I think my problem started when I tried to reinstall AOL (I don't use it but my wife wanted it on my computer).  The system crashed and the Msnp32.dll message (Unable to load dynamic library...) started appearing at startup.

Finally in desperation I ran the startup on my "Win98 Second Edition Update" and I was utterly amazed!  It fixed several problems I was having and all my software/hardware was still properly installed and running.

It took about 30 minutes to perform the above operation.  I sincerely hope you find an easier "fix," but if not you can try this (in desperation). Prior to this I had run sfc and did a complete scan for missing and altered files... it found one file, but did not fix the above error message).

The Win98 2nd Edition is the CD from MS, I am unsure that this will work with the D/L version.

Thank you everyone for a ***very necessary*** service.

jkmatyi, we've had the same thing on many of our customers machines that have AOL installed. This sometimes occurs on systems where an antivirus is called from DOS during boot, or is active as a TSR in the background once Win98 boots. To avoid this, install (or reinstall) AOL **after** using your Ctrl+Alt+Del keys to close all running programs except for Explorer and Systray.
