doesnt load- msg msoe.dll miss/corrupted

When I try to load the last ver of outlook express I get the following message : An error occured loading c:\outlook express\msoe.dll, file may not have been installed or it has been corrupted. Where can I get the missing dll file ?

I reinstalled Ie5 it didn't help. I found the mailnews cabinet file. How do I extract it from there to the Windows system directory ?

extract /a /l [location for file to be extracted to] [path to cab\mailnews.cab] msoe.dll
