Many programs install some of their DLL files in the C:\WINDOWS and C:\WINDOWS\SYSTEM folders.  When you backup the program from say C:\Program Files\Photoshop, you don't get the ones from C:\WINDOWS.  Then when you re-install from the backup, the DLLs are not found.  You need to re-install the program from it's original disks or CDROM.

BTW, the reason it still works is that even though this particular DLL is loaded, it appears not to be vital to the parts of the program you are using.
