"Delphi generates PE" What's that?

Hi,

I read a delphi programming book and I didn't understand with a statement from
that book like this: "..Delphi compiler generates the correct Portable Executeable (PE) format..."
But it's poorly, that book didn't explain it. Can anyone tell me What's the meaning?

PE format is a particular format for executable files. PE format is now the standard format for Win32 programs.

The format specifies conventions and standards for how to do all the bits and pieces required to run a program (eg: code management, synbol tables etc etc).
