Searchable databases

I was wondering what the most appropriate program is for searchable, web-based, databases, in other words, posting a database that users could search on-line.  I am sure that many programs offer ways to do that, but I believe programs like MS Access require the users to have the programs or licenses.  I have heard of Oracle and others but I am not sure if that is too hefty of a program for this.  Any insight someone could give me would be greatly appreciated.  Thank you.

All you need is a webserver with ASP (active server pages)support and Microsoft's ADO (Active Data objects) (both free if using WinNT or Win95/98) and some ASP code. Clients interface through a browser so they do not need an MSAccess license (or even Windows for that matter). The only issue is the design of the ASP code itself. Depending on the database, this is a fairly trivial task to implement.

A simple sample of such a database can be found all over the web. One of ours (all done with MSAccess and ASP) can be found at http://www.bloemfontein.co.za/ (I didn't do the graphics, so don't blame me for the look ;)
