I am going to write a AVI player program with VC 6.0.
I want to have the timing/frame output to parallel port
and transfer it to another industrial computer to perform
synchonous machine movement. What function should i use
in order to get the timing ?

How about WM_TIMER messages?

If you want a better resolution, use the multimedia timers.  See following funcs:
    timeBeginPeriod()
    timeEndPeriod()
    timeGetDevCaps()
    timeGetSystemTime()
    timeGetTime()
    timeKillEvent()
    timeSetEvent()
