well i have 2 textboxes on the form
when i run the form it shows me the system time then i am allowed to put user name and the password after clicking on ok i activete my Internet explorer if i close down the explorer it should show me the logout time

ie if i login at 10:10 surf for 10 min ie 10:20 and close my browser i should get 10:20 in the second text box

Add timer to your form, then check
If IE not running then put system time into textbox
to check IE is running or not you can use      Process32First and Process32Next API
