grinding noise, printer not responding

I have a HP Deskjet 695C (driver V11.0)
When I power on the printer, it gives a terrible noise every 5 or so seconds for 1 second.
Nothing moves.
I then open the top (still nothing moves but the noise persists) and gently pull the carriage
At the time the sound stops I'm able to move the carriage a few inches.
This does not stop the sound but if I then power off the printer and power it on again, the sounds are gone.
I open the top again and the carriage goes (most of the time) to the proper position (that is just over halfway the rail.
When I do 'align cartridges' or let it print a few pages it works fine but not for long.
After a random period of time, it stops printing, give an error (Printer Not Responding) and ejects the already (partially) printed page.

What is the problem?

I installed new inktcartridges, changed the bi-directional cable, uninstalled and reinstalled the drivers.

Grinding noises are usually the result of the clutch actuator being disengaged (or possibly broken). Here's a link to an HP document that describes how to re-engage the clutch actuator:

The problem often comes about as a result of improperly clearing a paper jam. Never try to clear a paper jam on an HP deskjet while the power is on. On occassion an improperly installed ink cartridge can knock the clutch actuator out of position.

Another possibility is that on earlier HP inkjet printers (I'm not sure on the 695C), there is a plastic strip (about 1cm high)running the width of the printer, above the carriage. At first glance, the strip appears grey, but on closer inspection, you'll see that the strip is printed with very closely spaced vertical lines. The printer uses this strip to sense motion of the print head. If the strip (and sensor assy) become dirty, the printer will make the grinding noise on startup and whilst printing. It sounds awfully terminal! The fix is to carefully clean the strip with a lint-free cloth.

I already followed most of the things suggested on www.hp.com
I never had a papaer jam and the clutch actuator is fine I think.

I also checked the strip your are talking about and it is clean.
The carriage would run into the side of the printer if it was not clean .  If I get the printer to work It works fine but not for long.

With the power off, does the carriage move smoothly? That is; if you move the carriage slowly, is there constant resistence, or is it sort of firm-loose-lose-firm? Perhaps the carriage stepper motor or stepper motor drivers have a problem. The stepper motor drivers can be checked by unplugging the motor from the driver board and seeing if the carriage moves more freely. The motor can be checked by measuring the resistance of the coils in the motor. The coil resistance is usually marked on the label on the motor.
The bar that the cartridge carrier rides on may need to be lubricated.  I have a 694C where I have had similar problems.  I thouroughly cleaned the bar first and then applied a silicone based lubricant.  The printer worked fine after doing this.  May take more lubricant then you think, since it has to get inside of the carriage.  Good Luck!
