I have seen this problem with IE5.0, AOL5.0, and Prodigy5.0 with many of my customers.  It seems that the upgrade to 5.0 changes the OS and many times becomes corrupted.  All that I can recommend to my customers is to try to remove 5.0 which usually doesn't work and ends up requiring a clean install of 98.  If anyone has any other ideas, I'm all ears.

Here is an entire website devoted to kernel32.dll problems.

http://www.angelfire.com/wi/windowstrouble/kernel32dll.html
I had the same problem, when I downloaded ie5 from win update. Try this as it worked for me:
  1. Put win 98 in cd rom
  2. Search for folder win 98 and locate
the "win98 31.cab" folder (for some
reason you can't do the F3 search
     and locate the kernel 32dll)
  3. Locate the file "kernele32.dll"
click and extract it to your
     desktop
  4. Then Run SFC (START-PROGRAMS-ACC-
     SYSTEM TOOLS-SYSTEM INFORMATION)
  5. Now that you are in SFC, select
"Tools" from this drop down list
     select "System File Checker"
6  On the Radio Button, click the
     blank white circle "extract one
     file..."
  7. You should be able to figure it out
     from there.
I had to do this for about 5-7 differnt times every time I got the error message. Don't know why it took so many times, but this method corrected my error message. Good Luck!
Oops, suggest you re-boot when you get that error message, then do the above
Does this problem happen right away or is it after the computer is running awhile?  Try this turn the computer off for 30 min. Then time how long it takes to get an error. Do this a couple of times and see if the timing about the same. It is possible the problem is caused from heat. Although not probable.
Heck its worth a try :)

harley i dont think it is a heat problem, because after removing ie5 and reinstalling win98 the problem is gone.
i have installed ie5 about 5 times and had to uninstall it.
and yes after installing ie5 i tried installing win98 over it.
i had been running ie5 for months until a few weeks ago there was a pboblem with the content advisor.
this is when i went to the kb to get instructions on how to remove ie5 and reinstall it , thats when the problems started.
thanks,

You had mentioned in original question that the problem was happening every 10-15 minutes, Is this happening while you are on the web? while you are off the web? or Both?
As I mentioned earlier I had the same type problem. I would get the same message on or off the web.
Don't know if you have ie 5.0 on your pc now with all the installing and uninstalling, But I know from my 2 pc's that was running win 98 I had the same prolem at work pc and at home pc.I did the download to ie 5.0. Please note that when you and I did this, we installed ie 5.0 over the ie 4.0.
For "some reason" when you install ie 5.0 over ie 4.0 when running win 98, you get that problem. 1cell's comment on Tuesday also mentioned the problem.
As I see it you have the following suggestions that will correct your problem so you can use IE 5.0:
 1. Try the procedure that I previously suggested.
 2. Uninstall ie 4.0 and beg, borrow, or buy the win 98 Second Edition, it has IE 5.0 on it instead of IE 4.
 3. Format your hard dirve (not recommened) I did that first on one of my pc's and the other pc I did the previous suggested procedure.
Let me know what you think or do.
