Security with ms Outlook 98

We have install outlook 98, but have found we can select the offline option and see all of the old mail in someone elses mail box. We have put profiles into place but have found the same thing is possible. The services we are using are Internet Email,Microsoft Mail, personal address book, personal folders were the later are on the individuals PC not server based. Is there any way of restricitng the access to some ones Mail box with outlook 98.

What service is "someone elses" mailbox using? If everything is going into a PST file you can password protect it.
