Window sizes

Can anyone give a clear explination of how window sizing in win98 works?

I would like to have windows open a certain size and well, let us just say, sometimes I'm luckly.

Are there any software utilities that set window sizes?

If you mean a program window, just right click on the shortcut, click properties, then on the shortcut tab, down close to the bottom, look for the "run" window with the drop down arrow, click the down arrow and select the size you want the window to open in

Sorry, I am talking about when I open windows in ie5.

Maybe my question should be under that browser...

This is a bug in IE5 and there is no setting to set for this but there is a workaround that should work just fine, here it is:
Holding down the CTRL key, drag the lower right corner to size the window the way you want it, let go of the mouse button and the CTRL key. Hold down the CTRL key again and click on the icon in the upper left corner(above "File"), continue to hold down the CTRL key and click  "Close".
