Seeing the full favorites menu on IE5 with W2K

I have Win2000 (build 2143 I believe) with IE5.  There's this new Office "feature" of hiding the least popular menu items from a menu that has invaded my favorites menu, hiding the least visited groups or items from the menu.

How can I disable that and revert to the full menu with all the items visible?  I've looked in Internet options, but didn't find anything relevant.
