I assume you are asking about browsing the Internet.
What you need to do is to have TCP/IP on all computers (W95, and of course Proxy). They all have to be on the same subnet, eg.:
192.168.0.x
where x=1-254, with subnet mask
255.255.255.0

The external adapter (modem) of the proxy machine will be connecting to Internet and will therefore get an IP address from the ISP.
Make sure that IP Forwarding is switched off on the proxy computer.

Install Winsock Proxy Client on the W95 computers by connecting to the \mspclnt share of the proxy computer.

In the User Manager for Domains, create a local group for all users that you will be allowing access to Internet to. On the Proxy server allow this group to use the protocols you want: WWW, FTP and Gopher in Web Proxy Service properties, and all others (ICQ, IRC, Real media and alike) in the properties of Winsock Proxy Service.
