No floopy drive in Windows

Win 98 SE.
486 DX266 (Micronics MPower 4 MOBO)
The following has recently happened (no new hardware has been added).
Drive A: floppy works under DOS and in Windows safe mode but in normal Windows mode, even selecting it in My Computer freezes the system.
System properties says, "This device is working properly" and no conflicts are indicated.
Norton Utilities 2000 4.5 reports no problems but freezes if an attempt to actually access drive A is made.
Following the steps in Microsoft's "Q131690 - Troubleshooting Floppy Disk Drive Problems in Windows" (basically re-installing the drive and floppy controller) has made no difference.
Re-installing Windows made no difference. A different working floppy drive from another exhibits exactly the same problem.
Obviously there is some conflict, any suggestions of how to find it?

Start - Run - Msconfig - General.Check 'Selective Startup',then un-check all below it.If the floppy now works in Normal mode,put things back until you find the offending section.You'll probably find it's in System.ini - if so,then the fun begins.

rcloyd - the guy stated that his floppy works both in Safe mode and in DOS - means controller is out of question.
I tend to agree with mattcei - not sure about system.ini though.
If it works in safe mode and freezes in normal, then one of the drivers (not a controller/lfoppy driver) is conflicting with floppy.
BTW - it could be anti-virus software..
if you have any of that loaded - uninstall it and see if makes difference.
Ctrl-Alt-Del and check any working programs (except explorer, internat and systray) - remove them from memory, see if in some point you have your floppy working.
Anyway, sounds like software fault to me..

really, "reinstall Win98" is the easiest way to answer - almost always resolves anything but hardware errors.. so try to help the man before you come with such a bright decision..

check for caching on a: (floppy drive), I have seen, and this goes back to windows 2.03 days, caching on floppy render it useless.

Thanks for all the suggestions.
 'Selective Startup',and un-checking all below it makes no difference. However, 'Safe Mode' does enable the floppy. Also there is no anti-virus software running.
I'll investigate caching on drive a:.

-'Settings' of floppy disk.

-'Properties' of floppy disk controller.

But first - see if you have the file HELPWGRD.VXD in \Windows\System\Iosubsys.If so,rename or move it.

No. Sorry I haven't responded earlier, but these days not having a floppy available in Windows is not a huge inconveniance.

The current settings are:

No driver files are required or have been loaded for this device.

Have you checked for the file HELPWGRD.VXD?

This is what caused a problem identical to yours in an earlier EE question.
