Can I use proxy in Outlook Express?

Once I found a very useful function in Outlook Express 98 that is to download mails from my Hotmail account. When I use dialup network, it works well, but now I must use it behind a proxy server, so how do I fill in the URL to get my Hotmail mails? Can I use something like:
http://myproxyserver:3128?www.hotmail.com....
to get it?

You may need to load the proxy client. Then it should work the same as when you dial up.

Proxy client? But I just need to fill in the proxy server address and port number in my IE browser. What proxy client I need?

If it is M$ proxy server there should be a share on the server \\servername\msplclnt  this has the proxy that will allow you to install the client.  You should really only have to check your ourtlook setup and have it ask you if you should use dialup or LAN connection.
tools --> options --> connection
