Links Problem

I Have Some HTML File That I Set The Undeline Link Off Like That:
<style type="text/css">
     A:link {text-decoration: none;}
     A:visited {text-decoration: none;}
And It  Works So I Tried To Make The Link Change his Color On Mouse Over So I DownLoaded A Css File From (Alta Vista) And I Changed The Style To That:
     A:link {text-decoration: none;}
     A:visited {text-decoration: none;}
     A:Hover {color:DodgerBlue;}
And It Didn't Work
Can Anyone Explain Me Why?
And How Can I UnderLine The Link When Mouse Over

I think he's wanting to change color of the link text on hover.

Are you using Netscape or IE?
