i downloaded apache_1_3_6
and i just "untared" the file (tar -xvf apache.tar)
but now i dont know what to do....

im a total novice at this and all i want to do is put up a html
page (that says "hi im using apache") so that people can see that im using apache

thanks for any help...

What OS are you using?  If you're a "total novice" then I recommend a Unix like Linux (Debian or RedHad distributions) that automate all the setup, installation, and configuration for you.

As a last resort, check for a README or other text file with the instructions you need.
