So how come the background is tansparent in CDR files and other vector files while they aree not being converted to  bitmap GIF file?

All the Corel Draw cliparts are vector files and they have transparent backgrounds.

Awaiting your comments and thanks in advance.

that is vector files....... and vector files if there's white color then it is transparent......... and it is slightly different from bitmap image.

and inside the clipart close curve area, there're no fill color filled inside the curve, that's why the white color is transparent. You can fill it with color after you convert it into curve.

To do automatically no fill color on while you are drawing, deselect all object, then select [x] icon, on the color toolbar...... and if there's question asking for confirmation, then click OK.
