What's the speed for the COM port which the modem uses?

Could it be possible that the server (FTP? HTTP?) from which you're downloading is just "slow",
i.e., it's unable to transmit data at a high-enough speed to "saturate" your modem-to-modem connection?

By optimizing the MaxMTU & MaxMSS settings along with the RWIN and TTL settings you can increase dialup modem connection reliability and performance by as much as 200%.

1. Run : Regedit.exe

2. Find the key HKEY_LOCAL_MACHINE\Enum\Root\Net and within there will be one or more sub-keys such as 0000, 0001 ...

3. Open each key and find the one that contains the value of 'DeviceDesc' equal to 'Dial-Up Adapter'.

4. Within that key there will also be another sub-key named 'Bindings'. Open the 'Bindings' sub-key and you will find a string name like 'MSTCP\0000'. Take note of the four digit number after 'MSTCP' (in this case 0000) and use it in the next step.

5. Now go to the key 'HKEY_LOCAL_MACHINE\Enum\Network\MSTCP' and expand the sub-key with the same four digit number as from the previous step.

6. In this key you will find a value called 'Driver' and it will be equal to something similar to'NetTrans\0002'. Take note of this four digit number (in this case 0002) and use it in the next step.

7. Now open the key [HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Class\NetTrans] below there will be one or more sub-key's. Expand the key with the name equal to the four digit number from the previous step.

8. Within this key create a new string value named 'MaxMTU' and set it to '576', and also add a string value named 'MaxMSS' and set it to '536'.

9. Then exit the registry and restart your computer.

You can use 3rd software like MTUSpeed or TweakDUN but they're not FREE. Find them at www.download.com

Keep in mind that connect speed doesn't mean all that much above 33.6.
All V.90 modems - and especially k56flex modems - negotiate the initial connect speed very agressively, and then train downwards until they reach a permissible level of transmission errors.

If your phone line is less than pristine, the modem will often connect at near optimum speed, then retrain much lower. Look at your modem documentation to see how to look at the current negotiated connect speed, then connect via Hyperterminal or other terminal program. Download a small file (200-300k) then take the modem from online to command mode and note the current connect speed. If you find it has dropped off sharply, you probably have poor line conditions.

If you are using a dsp modem, you can try turning off hardware compression to see if that improves throughput. On systems of 166mhz and below, there is often not enough processor power to service the interrupts when hardware compression is turned on.

This will SEEM like a very stupid answer, but it worked for me.  Try disconnecting other phones in your house.  If you disconnect them all and get high download rates, add them back one by one.  You should be able to find out if one of your phones is causing the problem!  Try it!  I improved my download speed by 4kps.

My US Robotics V.90 Sportster consistently connects at 48000,
and "holds" this speed, throughout the duration of a connection.
